Thanks for all that helped with this. It ended up being a firewall setting (although the network admin had assured me repeatedly that the firewall *couldn't* be the problem... sigh).

I was able to gather enough information form folks all around the world to convince the admin that i'm not an idiot so he would take a another look at the firewall settings.

Apparently, folks with IP addresses in the 71. and 72. ranges were blocked. Since some ISPs, including BellSouth and ComCast, started (more or less randomly) assigning IP address from this range, the problem was cropping up in a pattern that could not be readily identified.
